Can I be arrested for recieving a payday loan and agreeing to do a post dated check to pay it back?

I recieved a pay day loan via the interent a couple years ago. I live in NY and I know payday loans are illegal in NY…But this company must operate in a state the allows them to loan to NY residents…Anways, the money was not in the account when I said it would be because I lost my job and now a 3rd party collector is calling a saying I can be arrested for writing a “bad check”. Is this true? AM I subject to the state’s laws that the compant operates in? Please help
